Designing responsible AI for high-stakes child welfare decisions.

I lead product design across Pennsylvania’s statewide child welfare modernization, defining how AI can reduce administrative and cognitive burden while keeping caseworker judgment at the center of every decision.

Product strategy, responsible AI, executive alignment and hands-on interaction design come together in one high-stakes workflow.

Child welfare intake happens in real time. A worker may be listening to a caller report homelessness, abuse or another concern while simultaneously capturing names, addresses, issues, context and required documentation.

The opportunity for AI was not to automate the decision. It was to help the worker capture and organize information, surface useful prompts and recommendations, and prepare documentation while preserving review, override and professional judgment.

The principle was simple: AI assists. The caseworker decides.

The experience begins with the work already happening: the intake call. Live transcription creates a working layer where AI can identify potentially useful information without writing directly into the official form.

Artifact 01 · Human-in-the-loop intake workflow
ListenLive intake call and transcription.
AssistExtract names, address and reported issue.
SuggestOpen-ended questions and referral routes.
Review + actWorker confirms, edits or ignores before documentation and routing.
AI-generated information remains separate from the official form until the worker chooses to use it.

Recommendations and extracted information need to be understandable at a glance. Flags and color-coded states help workers identify scenarios quickly, while the interaction model makes review and override explicit.

Artifact 02 · Decision and trust states
AI-derived informationHighlighted in the transcript for review rather than silently committed to the case record.
Worker confirmationCopy, edit, accept or ignore before information becomes part of the workflow.
Visible signalsFlags and color states surface matched referrals and items needing attention.
Human overrideDisagreement never blocks the worker from continuing with their own assessment.

The workflow extends beyond transcription. AI can help prepare documentation, translate reviewed information into narrative, identify matched referrals for the same child, surface recurring patterns and support closing the referral loop.

I lead and mentor five designers across Closed Loop Referral, Enhanced ChildLine, Mandated Reporter, API/Data Services and SNAP initiatives. My role spans product direction, executive workshops, design quality and alignment across policy, accessibility, technology and business priorities.

Set directionDefine a unified product vision and responsible AI principles across multiple initiatives.
Develop designersCoach five product designers while keeping ownership distributed across product teams.
Align executivesFacilitate workshops across state organizations to reconcile policy, technology, accessibility and business priorities.
Stay hands-onShape interaction models, workflows, trust states and product decisions where senior design judgment matters.

The work positions Pennsylvania as an early model for responsible AI adoption in government while creating a practical experience framework for how AI enters caseworker practice: visible assistance, explicit review, human override and accountability at the point of decision.
